Chin-Chiang Weng was born on
October 10th 1877 and lived for 60 years. In 1920, he
served as the Yijhu village head and various other
public positions, continually promoting the development
of the village and the local welfare.
He first constructed the
Pachang River bridge to help solve the transportation problems of the area.
Then, he solved the problem of the seawater flowing backward in the Pachang
River by building an embankment and using a dredge to remove the silt.

The old village office was built following his plan to establish an administration center for the area. He also had a praiseworthy achievement in educational construction. He searched for a site for the campus and actively planned the details of the school, and discussed the possibility of moving with the local residents. Eventually, after a lot of discussion, a decision was finally made and the construction of the Yichu public school went smoothly.

Weng was well educated by his family. Apart from having
an excellent cognitive ability, he also had an attitude
of being strict with himself and lenient towards others,
which is why he won the respect of the people in the
village, so he was prominent in the a village that had
grown from people with so many different family names.
